First Street Upgrade – Initial Works Begin 15 May
Katherine Town Council is upgrading access to the First Street loading bay near the Oasis Shopping Centre to improve safety and reduce traffic congestion.
🟡 The first visible works will begin on 15 May, when a tree will be removed to make way for the new driveway alignment. First Street will be temporarily closed around the Woolworths access from 8 a.m. to mid-afternoon on Thursday, 15 May, while the arborists remove the tree.
🚧 Full construction will follow from 19 May to 16 June 2025.
Project Highlights
Improved truck access and traffic flow
Reduced congestion by separating trucks and general traffic
Enhanced pedestrian safety through better layout and traffic control
What to Expect
Pedestrian access will be maintained
There may be minor traffic interruptions during the construction period
Traffic management will be in place
Background
Previous consultation information
Katherine Town Council is committed to road safety. One of our priority projects is upgrading a section of First Street to improve the safety and efficiency of traffic and pedestrian movements impacted by the current truck access into and out of the Oasis shopping centre loading dock. Our goal is to decrease congestion along First Street by separating commercial vehicle traffic from public traffic and improve public safety by clearly defining pedestrian crossings and slowing traffic entering the car park from First St.
The safety of people crossing the road into and out of the shopping centre carpark to workplaces and the courthouse has been a primary driver for improving commercial transport movements in this area.
Design elements:
New driveway access.
Narrowing of the existing driveway to suit cars only
Clear pedestrian crossings through the crossovers and within the car park
The secondary access will remove the need for trucks to reverse from the road, removing the potential conflict with vehicles travelling along First Street, entering and exiting parking, and pedestrians travelling along First Street and within the car park. A diagram showing the proposed design is attached in the documents section.
Stakeholder feedback:
We have consulted with the most impacted stakeholders, such as transport companies, Woolworths, Kmart, Cleanaway, and shopping centre representatives, who have expressed support for the proposed redesign. We are also open to feedback and ideas from the community. Please contact Katherine Town Council directly on 0889725500 or contactus@ktc.nt.gov.au with feedback, or use the Ideas and Questions functions on this page for suggestions and queries.

Thanks for asking that question. We intend to make it clearer that First St access is an entrance only through improved signage. A redesigned crossover should also discourage exiting vehicles. During the design process we will consider options within council’s control to assist with minimising congestion in the carpark, such as quicker exiting onto Katherine Terrace. Lesser congestion may also help to discourage patrons from exiting in the wrong direction along First St. But please note, this will be considered for future planning only, Katherine Terrace access will not be considered for modification as a part of this project.
Thank you for your contribution!
