Council has approved the 2025/26 Municipal Plan, including budget, long-term financial plan, rates, fees and charges, for public consultation at a Special Meeting of Council on Tuesday, 14th May 2025.
Thank you for engaging with Katherine Town Council and providing feedback on the draft Municipal Plan and Budget for 2025/26. These documents outline Council’s priorities for the year ahead and align with our Strategic Plan 2027.
The 2025/26 Municipal Plan supports a balanced mix of essential local services, including waste management, road maintenance, and parks upkeep, along with significant investment in major infrastructure and community enhancements across the municipality.
“This year’s Plan continues our commitment to upgrading ageing infrastructure while keeping rates consistent with the projections set in our Long-Term Financial Plan,” said CEO Ingrid Stonhill. “Despite rising costs across all business areas, we’ve worked hard to maintain financial stability and deliver on community priorities.”
Council has several large projects either underway or commencing this year. These include transforming Katherine’s old public pool into a modern regional aquatic centre, a $5 million Civic Centre upgrade to improve safety and accessibility, and a significant safety upgrade to First Street to address long-standing traffic and pedestrian concerns.
“We’re also investing in our lifestyle and liveability,” added Mayor Lis Clark. “A new shared pathway along Zimin Drive will connect more people to places safely on foot or by bike, and our town’s upcoming Centenary is an opportunity to celebrate Katherine’s story together.”
Road reseals, park upgrades, public toilet refurbishments, and inclusive events will also contribute to a stronger, more connected Katherine for residents and visitors.
The Draft Municipal Plan 2025–2026 and proposed Fees and Charges are available for public review and comment for 21 days via either written submissions or the survey on this page. Submissions must be made in writing and can be lodged online, emailed to records@ktc.nt.gov.au, or delivered to the Civic Centre.

The Local Government Act 2019 requires Council to have a plan for its area. For Katherine Town Council it is called the Municipal Plan. A copy of the draft plan must be provided to the Elected Members and adopted prior to public consultation.
